Firstly, it is necessary to understand the difference between Laser and IPL, Laser is an intensely concentrated beam of light. The energy is extremely focused and is directed at the pigment in your your follicles, which eventually kills the follicle at its root giving you a permanent reduction of hair growth. IPL stands for an intense pulsed light; far less effective than actual laser.
The machine produces a broad spectrum of wavelengths (similar to a light bulb) and cannot be concentrated beam. Because a range of different wavelengths are dispersed at a variety of depths, only some will be effective for hair reduction.
IPL also does not penetrate as deep into the hair follicle in comparison to laser. This means that thicker hairs are not treated effectively. In addition to your question, the surrounding tissue can absorb some of the light leading to heating of the pigment in the skin. This is why there is a risk of burns for darker skin type.
